The type programme for new electric locomotives of the Deutsche Reichsbahn did not include a six-axle locomotive for hauling heavy goods trains. Although double traction with four-axle locomotives was in use, the DR could not reach the desired performance. With the electrification of the Dresden-Zwickau line, there was a need for a more powerful electric locomotive. At the end of the 1960s, the DR decided to build a new six-axle electric locomotive series that could be used universally. The locomotives were built with the latest available technology and state of the art features were taken into account, such as a lightweight steel construction or deep manoeuvring of the bogies.
LEW Henningsdorf delivered the prototypes 250 001-250 003 in 1974. Designed as a heavy goods locomotive, it had an hourly power output of 5,400 kW and a maximum permitted speed limit of 120 km/h. As the locomotive showed no streamlined curves, which are usually unnecessary with a low top speed, it got its nickname "Stromcontainer".
